Support for non-Google email login
I (or my approvers) don't use Gmail or Google Apps for work, so allow me/them to login with non-Google email addresses.

We will be allowing approvals to happen without signing in, which is a start.
After that, we will allow non-Google users to login to the service, create accounts, etc.
